One to two inches deep is the ideal depth for applying fine mulch, but for coarser variants, try three to four inches deep.

There are a lot of pre-emergent herbicides to choose from if you want to try controlling unwanted weeds for up to four months without hampering the growth of bulbs, established flowers, shrubs and trees.
